Review and Evaluation

Review and Evaluation delivers independent appraisal of programs, business unit or, whole organisations. The terms of reference for a review may be specified by a client or developed collaboratively including options already under consideration. Typically, the results of this work assess:

  • alignment with corporate strategy or intent
  • efficiency in delivery
  • effectiveness of outcomes

Recommendations provide executive management with options to pursue improvements, pathways to achieve the benefits, and estimated costs, impact and risks.

[Example 1. A large multi-national company board considering a substantial investment to establish a separate service delivery channel for specific market segments was able to improve results for the channel without futher investment by leverageing existing channels]

[example 2. A Government agency faced with market research recommendations to increase advertising and communication by almost $2m was able to avoid and reduce expense and improve communication by simply reallocating effort following a communications audit.]

Day-to-day delivery of programs and services can drift away from the original intent.  Inefficiencies can evolve or the environment can change so that the organisation, program or services does not align with needs. Equally, sometimes organisations can grow organically rather than in a planned and considered way. There are times when an independent assessment of an organisation, service or program can be really important.

For delivery of consistent, high quality, cost effective services, it is prudent to routinely evaluate and review the performance of outcomes, programs, systems and services and the underpinning organisational structures, arrangements and relationships to deliver these services. It is also important to have performance and evaluation frameworks that clearly assess performance and identify key learnings to inform future projects, planning, programs or service offerings. These reviews are our core business.

We bring an independent perspective to review of the current situation (based on evidence) and then work with management teams to build a shared vision of a desired future. A comprehensive implementation plan (including resource budget) is then prepared to deliver the targeted future.

With 20 years experience conducting evaluation and review projects, McDonnell-Phillips has developed a wealth of knowledge, experience and skills across a broad range of sectors (including government, corporate and not-for-profit).
